As the development leader, Brinshore recognizes the importance of economic
inclusion in the redevelopment of the Tidewater Gardens community. Brinshore’s
intention is to leverage the capacity building opportunities of the development’s
projects to create pathways of advancement for individuals, families, and
businesses. The following organizations have provided services for the St. Paul’s
Transformation Project.
Breeden Construction has been providing general contracting services for more than six
decades. In that time, we have constructed over 25,000 multifamily units as well as over
2 million square feet of commercial, retail and mixed-use space, countless tenant
improvements and up-fits. Breeden Construction serves as the multifamily general
contractor for the Norfolk, VA Tidewater Gardens neighborhood revitalization project –
Blocks 17 and 18.
Torti Gallas + Partners led the original master planning effort for the St. Paul’s Choice
Neighborhoods Initiative and currently co-leads on Blocks 9, 10, 16, 2, 4, 5, 6, 3A, 3B,
and 11. Work Program Architects is a trusted advisor to the City and local Women-Owned
architectural firm assisting with Blocks 9, 10, 16, 2, 4, 5, 6, 3A, 3B, and 11.
LBBA, a Chicago-based architectural firm, is co-leading on Blocks 9, 10, 16, 2, 4, 5, 6,
3A, 3B, and 11 and has collaborated with Brinshore on more than twenty developments
across the United States.
Moody Nolan is the architect-lead for Blocks 17 and 18 and is the largest Black
architectural firm in the country winning the AIA industry award in 2021.
Cox, Kliewer & Company, P.C. serves as the local architect-lead for Blocks 19 and 20.
Livas Group, a local Black-owned second-generation architectural firm, serves as a
consultant for Blocks 9, 10, 16, 2, 4, 5, 6, 3A, 3B, and 11.
Timmons Group serves as the civil engineer providing civil planning, infrastructure
design, structural engineering, environmental and geotechnical services to the project.
Site Design Group is an award-winning landscape architecture, urban design, and
architecture firm based in Chicago providing urban design services for the project.
